I wouldn't be surprised if higher ups were into that kind of thing. Corruption exists at even the street level in North America. If you had the resources and were already a sheisty fuck gambling with people's lives why not get drugs in easily? Those politicians don't even stand on what they believe in for the most part. Again, I have no anecdotal evidence of such, just seems logical given what I have seen myself from police officers.
